Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the introduction of a new comprehensive peace framework for ending the war appeared – momentarily – to have been stabilised. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The chain of conflicting incidents captured the harsh reality of the current period. By day, negotiation efforts are waged: optimistic declarations are issued from different nations. Immense energy is expended on managing particular approaches. By night, Russian leadership brutally reminds the world that, for them, war remains the primary tool for achieving "peace".
Nocturnal Warfare
As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is equipped to monitor missile launches from enemy soil, a capability enabled by timely intelligence. From witness perspectives, military aircraft that had been scrambled to intercept incoming cruise missiles streaked across the sky – advanced fighter aircraft supplied to Ukraine by Western partners.
Shortly after, Kyiv's missile defense activated: several firings deployed against a incoming threat. This was a sophisticated defense system at work, probably delivered by partner states. Every deployment jolts you unexpectedly, causing tremors. The brief panic quickly becomes resigned acknowledgment: possibly the incoming missile won't hit its mark this time, preventing destruction from devastation and additional electricity failures.
Continuous Dangers
Soon after, a heavy machine gun engaged a aerial vehicle close by, part of a rapid response unit – probably imported technology. Unfortunately, the bullets missed the hostile drone – it pressed on overhead toward its objective.
Periodically, this persisted until dawn. Kyiv awoke to the daybreak reports: several casualties, devastation and infrastructure problems in many homes as a result of the nocturnal offensive. As typically, everyone still went about their day – experiencing conflict. But those entire period encapsulated Ukraine's essential dependence on Western support – a need that regional partners are clearly incapable to replace in the near term.
Unsuccessful Negotiations
The comprehensive proposal from US administration sparked intense emotion, controversy and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.
Every new proposal from Washington adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually win the battle. This cycle will, undoubtedly, continue.
Political Considerations
It is tempting to accuse particular leaders of persistently promoting Russian terms. But that does not seem to be the whole story. American leadership works based on a premise familiar among seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The White House assumes that it is unrealistic to pressure the Kremlin to surrender the territory that it already controls in Ukraine's occupied territories.
The problem is that while accepting these circumstances, American administration does minimal to discourage Russia, through diplomacy or military means, from assuming that the status quo will not change more in its advantage in the near future.
Conflicting Perspectives
Therefore, Moscow is certain that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their reason to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's leader remains highly assured in the result.
On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding people and territory but averting a complete military breakdown until conditions improve in its favour.
Existing Situation
Realistically, there are no genuine requirements for a armistice. Now, subjective factors are entering the equation: leadership ambitions to negotiate peace and achieve global acclaim, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unacceptable, so that their attention does not switch to internal issues. And although their mission will now be much harder after current events, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are guiding negotiations.
Summary and Prospects
It took a just a single week to terminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, latest revelations, all achieved their purpose.
While new proposals based on previous concepts are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and show specific hesitation to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, primarily depend on ongoing international assistance.
